How do I get the skyrim creation kit?

I tried looking in the tools section on steam and it isn't there. I did not buy skyrim off of steam. Do I need to buy it off of steam in order to get the kit? If i do not own it on steam is there anyway to actually get the kit.How do I get the skyrim creation kit?
