Does Skyrim have a person that settles bounties for a fraction of the price?

I know in Oblivion there was a guy, once u joined the theives guild, that would make your bounty go away for half of what it was. I am in the theives guild in Skyrim, but they have not yet offered this service. Does anyone one know if this guy exists in Skyrim, and if yes then how do i find him?Does Skyrim have a person that settles bounties for a fraction of the price?
You are able to get side jobs from delvin and vex. Once you do 5 quests in the 5 big holds. You will establish a thieves guild presence in that city. If you are being arrested a 4th dialogue option will appear (if you are a thane in that hold it will be a fifth) and you say "hey im with the guild can you settle this for me?" and it will be a fraction of the bounty. I'm positive you do not need to be the guild master to do this, as I did it before the coronation.

You don't need him, get out of town, away from guards, fast travel across the world, and SHAZAM your bounty will be gone when you get back to whatever town the bounty was in!Does Skyrim have a person that settles bounties for a fraction of the price?
you could always not do crimes lol, or not get caught. but anyway level up your pickpocketing you can get a perk that gives you 100 weight more to carry
Hes in Riftin. Ask the master of the thieves guild about it. (i know of this though the dark brotherhood... but im not entirely 100% sure WHERE IN RIFTIN he is).Does Skyrim have a person that settles bounties for a fraction of the price?
I believe there are certain members of the Thieve's Guild that can get rid of your bounty for you (for a price).
