Bandit camps are your best friend. You can attack anyway you like, work on lockpicking, sneak through the camps/caves, and if you're really good you can even pickpocket them. The ones I've come across are pretty low levels though I'm come across some tougher ones.

Oh! And also some miscellaneous quest(and marriage). Occasionally the NPCs will train you for free(EI. The female Argonian at the docks. Once you complete her quest she levels your sneak, light armor, lockpicking and pickpocketing.) Do a lot of Smithing. Not only does it level you up, but you can also get paid more when selling and make better armour/weapons without paying. Go to Riverwood and talk to the Black smith. Ask him if you can help him out and he'll give you iron ingot and you should make daggers and armour. Then upgrade them with the rest. After that, go to any black smith and upgrade item you stole, found, bought.
Another thing I'd recommend is talking to people that can teach you skills. You just need the money. For example, the Redguard Mercenary in Whiterun, the Huntress in the Campanions, or one of the Khajiit Caravan members.
Also, bandit camps/forts are a good idea to attack.
upgrade your skills to level up faster heres some tips
one handed - go to riverwood get a sword or mace and hit harvar until u kill him he will nt call the guards and u will level up your weapon (this also works with two handed
smithing - buy iron ingots and leather strips and go to a blaksmith and use his forge ( it takes 2-5 daggers to level up 1 smithing
light armour and heavy armour - wear it everywere you go but keep a lot of potions . if u gt hit ur armour doesnt get damaged only your health

-make iron daggers

-make fortify heakth
to level up combat skills
-buy a horse and train on that
to level up sneak
-crouch behind a grey beard and attack
to level up pickpocketing
-go to riften jail and pickpoket the guy in jail

-find a master lock and waste all you lockpicks on it

i just make a whole lot of iron daggers. Also I go to a trainer...train 1 level then pickpocket, then train then pickpocket lol, and just keep doing that. make sure you save before you buy because they catch you if your skill is low
By level grinding your skills such as block... sneak... etc.
In order to level up in this game all you must do is raise skills.
