How do I apply steam workshop mods to Skyrim?

I clicked "subscribe" and restarted both Steam and Skyrim, and yet the mods don't appear in-game. Anyone know how to fix this?How do I apply steam workshop mods to Skyrim?
Before you lauch Skyrim, instead of "Play" click on "Data Files" and make sure mods are checked
